Mr. Loyd currently serves as the Director, Carrier Industrial Base within PEO Carriers. Primary duties are lead action officer for Industrial Base and Supply Chain health, primary action officer for the PEO Carrier equities within the shipyard capacity studies, as well as interfacing with the other industrial base directors within the NAVSEA organization.
Prior to his selection as the director for Maritime programs, Mr. Loyd served as the Director, Enterprise Maintenance within the Deputy Assistant Secretary of the Navy (Sustainment) office. Leading up to that position he was the Principal Assistant Program Manager (PAPM) for Logistics and Training in the Littoral Combat Ship (LCS) Fleet Introduction and Sustainment Program office (PMS 505). He is also designated the Product Support Manager charged with directing the sustainment efforts of the Acquisition Category 1 (ACAT 1) LCS Lifecycle Support Plan. Additionally, Mr. Loyd was appointed the Logistics and Readiness IPT for the PEO USC led LCS Strike Team, charged with improving the reliability and maintainability of the LCS class. Other positions held with that program office include the Combat Systems/C4I/Cybersecurity Manger in the technical branch of PMS 505. In this role, he directed the modernization and standardization efforts for Communications and Navigation systems, including collaborating with PEO IWS 8 on Lethality and Survivability system upgrades identified to increase the LCS class Combat System capabilities. Mr. Loyd also championed the installation of the common network topology and topography used aboard LCS enabling successful completion of the Authority to Operate under the DONCIO requirements. Previously, Mr. Loyd served as an Acquisition Logistician on the Anti-Submarine Warfare Mission Package (ACAT-IC) where he ensured future contract awards contained forward-looking sustainment requirements. Mr. Loyd attended National American University graduating with Summa Cum Laude honors earning a B.S. in Information Technology emphasis on Cybersecurity and forensics.
